Joe Colgan's track record in project management is extensive including significant office and infrastructure projects for Government and quasi-government clients. His recent experience of the Christchurch environment and his work on a previous project, the Christchurch Southern Motorway Stage 2 has provided him with an empathy and understanding of the effect of the earthquake on the people and the businesses within the city and the environment that prevails.

As a civil engineer in his formative years, Joe has a thorough understanding of the design and construction issues relating to a wide spectrum of heavy engineering and construction work from reinforced concrete, piling, tunnelling, geotechnical investigation and building structures as well as the installation of both finishes and services. He is particularly experienced in the structuring of collaborative working arrangements and alliancing within PPP type contractual frameworks.
